Is a nonfiler form an actual form or is it the 4506-T?

My university is requiring me to hand in a non-filer form for my father, I have googled this 'non-filer form' and it seems like there is not an actual form but rather a statement from the IRS or something to do with the 4506-t form but i'm still not exactly sure what I am supposed to be handing in. On another note, would the procuring of this form get my father, who is here illegally, in any sort of trouble? Please spare me any negative comments about this situation.
