When can i file taxes with itemized deductions?

i googled and it says early tax filers with itemized deductions will have to wait until mid feb to file taxes because the IRS is updating their systems. i called h&r block and the lady said we can file early but we will have to file an amendment after feb 15th. ok no prob i made the appt for after feb 15th. does anyone else know that an amendment needs to be filed if you file early.
