State determination of a special needs adoption for 2010 taxes?

I don't know if your allowed to ask a question in a question but I was hoping maybe Jackie could give me some follow up on her answer . I have our Adoption Assistance agreement but in our state they do not use the term Special needs in the paperwork it only states that they qualify with the reasons indicated but it doesn't state the actual term "special needs" adoption on the Title IV-E agreement is this still going to be acceptable documentation for the IRS?
